The purpose of the Grant is to assist the Recipient in the preparation of the Poverty Reduction Support Credit V (PRSC V), which has as main objective the implementation of key measures for the implementation of the revised Poverty Reduction Strategy Paper (2003), through: (i) public sector reform and governance; (ii) a set of pro-poor sectoral policies and institutional changes in the health, education and rural sectors (the Project). The activities (the Activities) for which the Grant is given are as follows:
(a) Analysis of demand for Health Care
Analysis of demand for health care, including: (i) analysis of the causes of low demand; (ii) assessment of the impact of recent reductions; (iii) recommendations for policy reforms; (iv) detailed proposals for piloting new exemption systems or subsidy schemes; and (v) workshops to disseminate results. This component is estimated to cost US$54,150 equivalent.
(b) Review of Community Financing Schemes
Carrying out of a study summarizing the experience with community financing and exemption schemes, development of case studies, and recommendations on scaling up. This component is estimated to cost US$62,975 equivalent.
(c) Analysis of the Costs, Use, and Financing of Health Services
Analysis of the internal efficiency of health services and public spending, including recommendations to strengthen targeting and efficiency of health spending. This component is estimated to cost US$71,750 equivalent.
(d) Preparation of National Health Accounts
Drafting of national health accounts (NHAs) from methodology available, including training members of the local NHA team and key decision makers in NHA methodology, and workshops. This component is estimated to cost US$164,025 equivalent.
(e) Assessment of the Role of Community Health Committees
Carrying out a study to: (i) review roles and responsibilities of local health committees and make recommendations; (ii) analyze a sample of health committees for best practice and lessons learned; and (iii) workshop to disseminate results. This component is estimated to cost US$25,800 equivalent.
(f) Analysis of Performance-Based Contracting for the Health Sector
Carrying out of a study analyzing available data to better understand the key determinants of district performance and explore how the system can be further strengthened. This component is estimated to cost US$48,900 equivalent.
(g) Public Expenditure Tracking Survey (Health)
Carrying out a public expenditure tracking survey, including: (i) analysis of the percentage of public resources allocated from the central level to front-line health services, and identification of constraints to financial flows; (ii) development of an action plan to increase the percentage of public resources that arrive at front line services; and (iii) recommendations for an expenditure monitoring system. This component is estimated to cost US$22,575 equivalent.
(h) Other Studies
Provision of technical assistance for the preparation of additional studies as needed for Project preparation. This component is estimated to cost US$20,000
