The development objective of the Health Insurance Project is to strengthen the financial and operational management of the national health insurance scheme by improving: the policy adaptation and implementation capacity of the national health insurance council in addressing ongoing core policy issues related to contribution collection, risk equalization, and provider payment mechanisms; and the purchasing function of the district mutual health insurance schemes, and the billing function of the providers. The restructuring will not change the original project development objective (PDO). The changes are to: 1) streamline the project by reducing the number of components and subcomponents and adapt them to the current needs of the sector; 2) change the project's outcome indicators and targets to better capture progress in efficiency and equity; and 3) change one of the legal covenants. This restructuring is also an opportunity to encourage the government's efforts in improving the equity of health service coverage and utilization. There are no major changes in financial management.
