The scope of work will include assistance to Government agencies for immediate needs on regulatory issues, and will help with planning for medium and longer term evolution of regulatory institutional arrangements. The scope of technical assistance will extend to advice concerning regulation of private electricity distribution concessionaires now active in Azerbaijan; and to design and management aspects of future arrangements contemplated for other entities in the electricity sector and for distribution entities in the water and gas sectors
