The overall project development objective is to reduce poverty, promote social stability and stimulate economic development. In particular, to pilot a participatory process, utilising social intermediation techniques for water supply and sanitation services in urbanising areas, particularly targeting the poorest and most vulnerable households. The initiative is expected to assist in formation of Clean Water Groups (CWGs) and enable them to establish their roles in planning, implementation, operation, maintenance and management inputs of water supply and sanitation facilities in their areas. Where geographical overlaps occur, CfD will complement the proposed goals and targets of the Royal Government’s Cambodian Provincial and Peri-urban Water and Sanitation Project (P073311) financed by the World Bank
