The Burundi Community and Social Development Project's objective is to establish and make operational a decentralized, participatory, and transparent financing mechanism that empowers local governments and communities to provide better and equitable local service delivery. The project would achieve its objective through community empowerment, capacity building (planning, managerial, financial, and technical), investments in socioeconomic projects, and social cohesion activities. The project has several components with the first being capacity building, which would empower the stakeholders for the decentralization. It would focus on strengthening the capacities of communes and communities to facilitate local development and to augment social cohesion and inclusion. This would be achieved by facilitation for local development and strengthening social inclusion and cohesion. The second component is the financing of subprojects for local development; this would provide financial support to the communes and communities to implement demand-driven public subprojects. The third subcomponent is for the project to finance spending related to technical, administrative, and financial management; strengthening the capacity o f the structures that would coordinate project implementation. An integrated M&E system would be set up to achieve this purpose. The project also would implement communication and informative strategies.
