The RGoB recently established a Public Procurement Policy Division (PPPD), under the Departnment of National Properties of the Ministry of Finance, to handle all matters related to public procurement in Bhutan. This division has only been in existance since August 2008.
Some of the activities under the grant include; the creation of an operations manual and job descriptions for the PPPD staff, the creation of short, medium and long term procurement reform strategies, conducting an OECD/DAC Procurement Self Assessment, establishing a reporting and monitoring strategy for procurement, setting up an electronic platform for electronic procurement systems in Bhutan, creating a complaints mechanism, creating specific procurement documents related to procurement of ICT equipment or health products, building the capacity of the PPPD staff through on the job training, training from consultants, specialized skills training and study tours, and drafting and implementing a communications strategy.
The development objective of this IDF proposal is to put in place the foundations for the creation of a professional and efficient center of excellence within government that can manage the public procurement function in Bhutan on a sustainable basis
