The project aims to assist the Government in providing targeted social protection, and in the improvement of key rural access infrastructure, for improving livelihoods of the rural poor in Afghanistan through: (i) the provision of emergency short-term employment opportunities for the poor on labor-based rural access infrastructure improvement subprojects; and, (ii) technical assistance for the implementation of NEEP. A secondary objective of the project is to repair key rural access infrastructure and assist the Government in mobilizing donor support for its National Emergency Employment Program.
