The primary objective of the Project is to assist the Government of Viet Nam to ensure that the poor in upland communes of Kon Tum, Thua Thien-Hue, Quang Tri and Quang Binh achieve sustainable livelihoods with an improving quality of life through a reduction in the incidence of poverty in the project area
